The National Children's Nurseries Association was established in 1988 to promote high standards of quality childcare. This countrywide organisation has membership of over 800. Members of the association promote the physical, intellectual, emotional and social development of the children in their care, in a warm, welcoming and safe environment. The law in Ireland provides for the regulation and inspection of pre-school childcare services. Under the Child Care Act 1991 the Health Service Executive (HSE) is charged with ensuring the health, safety and welfare of pre-school children attending services. Pre-school children are defined by law as “children under 6 years of age, who are not attending a national school or equivalent”. Pre-school services include pre-schools, play groups, day nurseries, crèches, childminders and other similar services looking after more than 3 pre-school children.
